# Medical Device PPC Strategy for Google Ads in 2026

Last Updated: November 5, 2026

**TL;DR**

Medical device PPC works best when physicians, hospital buyers, and patients are treated as three separate audiences with separate campaigns, landing pages, and claims. Every ad claim should stay inside the device's cleared or approved indications, and conversion tracking should avoid health or medical information. Google's customer data policy lists medical devices among the sensitive categories for enhanced conversions and uploads. This guide covers how to structure the account, what to review before launch, and how to measure results without sending sensitive data to ad platforms.

## What makes medical device PPC different from other healthcare PPC?

A medical device usually has three audiences with different needs: the clinicians who use or recommend it, the hospital or practice buyers who purchase it, and the patients or caregivers who may ask for it. Hospital and provider PPC mostly serves patients looking for care. Pharma PPC centers on prescription drug rules. Device PPC sits between them, and a single campaign that tries to speak to all three audiences tends to fit none of them.

Device marketing is also tied to the product's regulatory status. Section 502(r) of the Federal Food, Drug, and Cosmetic Act gives FDA authority over the advertising of "restricted devices," while the FTC generally covers advertising for other devices, [as one FDA-regulatory law firm summarizes](https://ofwlaw.com/who-regulates-the-advertising-of-your-app/). Which side your device falls on is a question for regulatory counsel, and it changes who reviews your ads. For broader context, see our guide to [510(k) vs PMA marketing](https://blog.madebyxds.com/medical-device-510k-vs-pma-marketing-guide).

## How should you structure a medical device Google Ads account?

Build separate campaign families for each audience, and keep their keywords, ad copy, landing pages, and data separate.

- **Clinician campaigns.** Target procedure, technology, and clinical-problem searches that a physician or other clinician would use. Send traffic to a page built for professionals, with indications, clinical evidence, and a way to reach a representative.
- **Buyer campaigns.** Target category and solution searches used by administrators, department leaders, and purchasing teams. The page should explain implementation, training, and support, not only clinical features.
- **Patient campaigns.** Target searches for the condition, symptom, or treatment type. Focus on finding a provider or learning about options. Give these campaigns the strictest copy and data review, because patient-facing health advertising carries the most platform restrictions.

Use negative keywords to keep audiences from crossing. A patient-focused "near me" search should not land on a physician evidence page, and a clinician search should not land on consumer content. Our guide to [healthcare PPC negative keywords](https://blog.madebyxds.com/healthcare-ppc-negative-keywords-hospital-service-lines) covers the mechanics, and the [healthcare PPC guide](https://blog.madebyxds.com/ultimate-healthcare-ppc-guide-10-essential-tips) covers the account foundation.

The same segmentation logic appears in XDS's [Aerin Medical paid media case post](https://blog.madebyxds.com/optimizing-paid-media-for-healthcare-lessons-from-aerin-medical), which describes moving from broad demographic targeting to search-intent targeting and tying optimization to booked consultations rather than lead volume. Treat that post as one agency's account of one program, not a benchmark.

## What can medical device ads claim?

An ad claim should match what the device is cleared or approved to do, and nothing beyond it. Promoting a use outside the cleared or approved indication is a regulatory risk, so keep the following habits:

- Write ads and landing pages from the approved labeling or an approved claims library, not from sales decks.
- Describe the indicated use in the ad's language. A pointer to "learn about the indication" is safer than a headline that stretches it.
- Avoid unsupported superlatives such as "best" or "most effective" unless the evidence file supports the exact comparison.
- Match each claim to a source, an approval date, and a reviewer, so changes can be traced.
- Treat responsive search ad assets as claims too. Google mixes headlines and descriptions, so every combination must be acceptable.

For evidence-led copy, see [clinical evidence messaging for medical devices](https://blog.madebyxds.com/clinical-evidence-messaging-for-medical-devices-2026) and [positioning medical devices for specialist physicians](https://blog.madebyxds.com/medical-device-positioning-specialist-physicians).

## What does Google allow for medical device targeting?

Google restricts personalized targeting based on sensitive health categories, which affects the patient side of a device program. The clinician side has more room. On May 29, 2025, Google updated its policy so that the Health sensitive interest category excludes content directed at healthcare professionals in their professional capacity. [Google's policy page describes it as a clarification](https://support.google.com/adspolicy/answer/16258024), and it leaves in place the prohibition on targeting users based on sensitive health conditions.

The practical result is that a device company can plan clinician campaigns separately from patient campaigns, with different audience rules for each. Do not combine the two audiences, their lists, or their data, and review the current policy before building any audience. Our [Quality Score and HIPAA tradeoffs guide](https://blog.madebyxds.com/healthcare-ppc-quality-score-hipaa-compliance-tradeoffs) explains the patient-side audience limits in more detail.

Google's separate Healthcare and medicines policy centers on prescription drug services, online pharmacies, and telemedicine. [In the sections we reviewed it does not address device manufacturers specifically](https://support.google.com/adspolicy/answer/176031), so check the current text for your product category and countries before launch.

## How do you measure medical device PPC without health data?

Measure with business events that do not describe a person's health or medical purchase. Google's customer data policy lists "health or medical information, like purchases of medical services, prescription drugs or medical devices" among the sensitive categories. [The policy states that conversions related to sensitive categories cannot be used for measurement in enhanced conversions or store sales uploads](https://support.google.com/adspolicy/answer/7475709), and that you may not upload conversion information related to those categories.

The policy does not spell out how it applies to a B2B device sale, such as a hospital purchase order. Confirm your plan with your Google representative and your privacy and legal teams before importing any CRM stage, then build around events that are clearly non-sensitive:

- A qualified request to speak with a representative, with no clinical details in the form.
- A downloaded resource, such as an evidence summary or implementation guide.
- A provider-locator click or call from a patient page, with no condition or diagnosis in the URL or event data.
- Pipeline stages measured inside your CRM and reported alongside ad data, not uploaded into it.

Sales cycles for capital equipment and implantable devices can be long, so judge campaigns on leading indicators and pipeline quality instead of immediate purchases. See the [healthcare marketing attribution guide](https://blog.madebyxds.com/healthcare-marketing-attribution-measurement-guide) and the [HIPAA-aware GA4 setup guide](https://blog.madebyxds.com/hipaa-compliant-ga4-setup-healthcare-analytics) for measurement design.

## What should each landing page do?

Each audience needs a page that answers its first question quickly.

- **Clinicians:** indications, clinical evidence summary, safety information, and a direct route to a representative or training request.
- **Buyers:** workflow fit, implementation and support, and a clear next step for an evaluation conversation.
- **Patients:** plain-language information, how to find a provider, and the safety or risk information that belongs alongside any claim.

Required safety information should sit beside the claim it qualifies, in a form that stays readable. Our [important safety information best practices](https://blog.madebyxds.com/important-safety-information-best-practices-for-healthcare) guide shows how.

## Medical device PPC launch checklist

1. Confirm the device's regulatory status and which reviewers must approve ads.
2. Define the three audiences and a separate campaign family for each.
3. Build ad copy and landing pages from approved labeling or a claims library.
4. Add negative keywords that keep patient, clinician, and job-seeker queries apart.
5. Choose non-sensitive conversion events and test what each tag sends.
6. Confirm consent settings before ad and analytics tags fire.
7. Check Google's current policy pages for your product category and countries.
8. Set a review cadence for claims, search terms, and tracking changes.

## Frequently asked questions

### Do medical device companies need Google certification to run ads?

Google's Healthcare and medicines policy emphasizes certification for pharmaceutical manufacturers and prescription drug services. The sections we reviewed do not address device manufacturers, so check the current policy for your product and country.

### Who regulates medical device advertising, FDA or the FTC?

FDA regulates the advertising of restricted devices, and the FTC generally covers advertising for other devices. Whether a device is restricted depends on its classification, so confirm with regulatory counsel.

### Can a device company target physicians differently from patients?

Yes, and it should. Google clarified in May 2025 that its Health sensitive interest category excludes content directed at healthcare professionals in their professional capacity. Patient-directed campaigns remain subject to the sensitive-category restrictions.

### Can we import CRM conversions into Google Ads for a device campaign?

Google's customer data policy lists medical device purchases among sensitive categories for enhanced conversions and uploads. How that applies to a B2B sale is not spelled out, so confirm with Google and your legal team before importing.
